Artificial Intelligence and Public Service Efficiency: Toronto to Host an International Roundtable by YULCOM Technologies

7 November 2026

YULCOM Technologies, the Université de l’Ontario français (UOF) and the Société Économique de l’Ontario (SEO) will bring together in Toronto public decision-makers, researchers, academics and technology business leaders to reflect on the future of public services in the age of artificial intelligence.

Toronto, Canada — November 7, 2026. On Thursday, November 12, the Université de l’Ontario français will host an international roundtable on “Artificial Intelligence and Public Service Efficiency”, organized jointly by YULCOM Technologies, UOF and SEO.

This meeting will bring together prominent figures and experts from Canada, the United States and Europe around a shared ambition: to explore how artificial intelligence can help modernize public administrations, improve the citizen experience and strengthen innovation within the Francophone world.

Through three thematic panels, the event will foster dialogue between governments, universities, businesses and institutions, with particular attention to concrete AI applications, digital sovereignty and linguistic inclusion.

Artificial intelligence: a strategic lever for modernizing public services

Artificial intelligence is now one of the major technological transformations for governments and public administrations.

From automating administrative processes to improving services for citizens, including intelligent data analysis, document management and decision support, the possibilities offered by AI are considerable.

Its adoption nevertheless raises essential issues: protection of personal data, cybersecurity, algorithmic transparency, digital sovereignty and accessibility of technologies.

How can AI be effectively integrated into public administrations? How can innovation, trust and the protection of citizens be reconciled? And how can Francophone communities fully participate in this transformation?

These questions will be at the heart of the discussions at the Toronto roundtable.

The aim is to move beyond theoretical debates to identify applicable solutions, share experiences and foster the emergence of concrete partnerships.

International figures and experts gathered in Toronto

The roundtable will bring together speakers from public institutions, academia, research and the technology industry.

Among the prominent figures and experts announced are:

  • Jean-Louis Roy, scientific director of the roundtable, who will also moderate several discussions.
  • Youmani Jérôme Lankoandé, President and CEO of YULCOM Technologies.
  • Gordana Maric, PhD, Partner — Deloitte Consulting.
  • Claire-Marie Brisson, PhD, Preceptor in French, Department of Romance Languages and Literatures — Harvard University.
  • Siméon Etienne B. Michel, Lead Developer, Test and Experience Center and Smart Region Hub — FARI, AI for the Common Good Institute, Belgium.
  • Philippe Araujo, Director — YULCOM AI UK.
  • Alexandre Lupien, information technology manager and digital innovation specialist, former director of information technology at Collège Ahuntsic.
  • Sarah Choukah, PhD, Assistant Professor, Digital Cultures Studies and Research Hub — Université de l’Ontario français.

The meeting will also highlight the participation of institutional leaders, including Normand Labrie, Rector and Vice-Chancellor of UOF, Catherine Bachand, Executive Director of SEO, and Roda Muse, Deputy Minister of Francophone Affairs of Ontario.

This diversity of profiles will allow institutional, scientific and entrepreneurial perspectives to be compared, while fostering the sharing of experiences between different innovation ecosystems.

Three panels to explore the future of artificial intelligence

Panel 1 — Transforming Public Services through AI

9:00 a.m. to 10:30 a.m.

This first discussion will focus on the possibilities offered by artificial intelligence to transform public administrations.

Discussions will examine in particular the automation of processes, the improvement of service quality, the optimization of public resources and the conditions needed to build citizens’ trust in AI systems.

Moderated by Jean-Louis Roy, this panel will bring together Youmani Jérôme Lankoandé, Gordana Maric, Siméon Etienne B. Michel and Hosni Zaouali.

Panel 2 — Research, Training and Inclusive AI

10:40 a.m. to 12:10 p.m.

Artificial intelligence cannot be truly inclusive without taking into account the diversity of languages, cultures and social realities.

This second panel will explore the role of universities and research centres in developing AI models adapted to Francophone communities.

Discussions will also cover talent training, collaborative research, language models and issues of linguistic representation.

Moderated by Jean-Louis Roy, discussions will bring together Claire-Marie Brisson, Sarah Choukah and Greg Dinsmore.

Panel 3 — AI and the Digital Francophonie

1:30 p.m. to 3:30 p.m.

The third panel will focus on the place of the Francophonie in the global artificial intelligence economy.

How can the digital sovereignty of Francophone countries be strengthened? How can the adoption of AI in businesses and institutions be supported? How can collaboration between the technology ecosystems of Canada and the international community be developed?

Moderated by Daniel Hubert, this panel will bring together Alexandre Lupien, Philippe Araujo, Alice Fomen and Jérémie Pelletier-Gagnon.

Discussions will highlight opportunities for international cooperation and initiatives likely to strengthen the Francophone presence in AI development.

From reflection to action: concrete partnerships and projects

Beyond sharing knowledge, this meeting aims to produce concrete benefits for public administrations, businesses and research institutions.

Five objectives structure this initiative:

  1. Accelerate the responsible integration of artificial intelligence into public administrations.
  2. Foster the sharing of Canadian and international best practices in digital governance.
  3. Encourage the adoption of AI and the development of innovative solutions by Francophone businesses.
  4. Strengthen partnerships between governments, universities, research centres and technology companies.
  5. Identify pilot projects that could be tested and deployed in public services.

The organizers thus aim to contribute to the creation of an international collaboration network around AI applied to public services.

This approach aims to bring scientific research closer to operational needs and to encourage the development of responsible, accessible technological solutions adapted to the realities of populations.

An initiative in line with an international dynamic

The Toronto meeting is part of the international initiatives led by YULCOM Technologies to promote responsible artificial intelligence in the service of development.

After exchanges organized in Brussels with institutional and technological partners, followed by other initiatives bringing together research and innovation ecosystems, this new meeting marks an important step in the development of an international dialogue on AI.

By bringing together in Toronto stakeholders from Canada, the United States and Europe, YULCOM Technologies and its partners aim to foster the circulation of knowledge, the development of collaborations and closer ties between Francophone ecosystems.

The event will also help highlight Ontario’s role as a meeting place for technological innovation, academic research, economic development and the Francophonie.

Making artificial intelligence a tool for the common good

For YULCOM Technologies, artificial intelligence must above all be an instrument of progress serving citizens, institutions and businesses.

Its potential is measured not only by its technological performance, but also by its ability to simplify administrative procedures, improve access to services, strengthen decision-making and meet the needs of populations.

The Toronto roundtable thus aims to contribute to the emergence of a shared vision of AI: a responsible, inclusive, accessible technology that creates value for society.
